TSI Global upgraded the City of Wentzville’s Council Chambers with a comprehensive audiovisual system designed to support city meetings, presentations, hybrid functionality, and public broadcasts. The project delivers modern public meeting broadcast systems that improve communication inside the chamber while giving the City greater flexibility to share meetings and events with the public.

The system combines upgraded audio, high-quality video, PTZ camera technology, network-based video distribution, wireless microphones, and centralized control. TSI also integrated the new technology with existing infrastructure and equipment, allowing the City to modernize its Council Chambers while minimizing unnecessary disruption and replacement costs.

A Complete AV Upgrade for Public Meetings

The foundation of the project was a complete overhaul of the Council Chambers’ audiovisual system. TSI installed a new high-output laser projector at the existing projector location, utilizing the existing projection screen, along with two new 75-inch wall-mounted displays.

Network-based video distribution and switching hardware provide flexible connections between sources and displays throughout the room. This allows meeting content, presentations, and other visual information to be distributed where it is needed while creating a more adaptable platform for future technology upgrades.

These improvements provide the visual foundation needed for effective public meeting broadcast systems, helping ensure information presented during Council meetings can be clearly communicated both inside the chamber and to remote audiences.

Five PTZ Cameras for Flexible Broadcast Coverage

Five new PTZ cameras were installed to provide comprehensive coverage of the Council Chambers. Three cameras were mounted toward the rear of the room facing the Council Dias, while two cameras were positioned on the front wall facing the seating area.

The cameras were programmed to operate in three different modes. An automatic mode allows the cameras to position themselves and switch based on the active microphone. A second mode gives an in-room operator manual control through the system’s control touch panel. The third is a dedicated broadcast mode controlled through a broadcast video switcher.

The broadcast configuration provides additional production capabilities, including support for lower-third graphics. The City can provide the necessary computer hardware and graphics to utilize this feature, giving its public meeting broadcast systems greater flexibility for professional-looking presentations and public communications.

Improved Audio for Council Meetings

Clear audio is essential when meetings need to be understood by both people in the room and viewers watching remotely. TSI replaced the existing tabletop microphones with new wired microphones that provide individual mute control at each microphone location while also allowing the AV operator to manage microphone muting through the centralized control system.

The upgraded system also includes four wireless microphone receivers, antenna distribution hardware, 16 wireless tabletop microphone transmitters, and two wireless beltpack transmitters with lapel microphones. Rechargeable batteries and dedicated charging stations help keep the wireless system ready for regular meetings and events.

Each primary Dias microphone location also received a small-format speaker with local volume control, allowing individual speakers to better hear audio from within the room. TSI also relocated the City’s existing JBL column speakers to improve overall coverage and performance throughout the chamber.

Together, these improvements create a more consistent audio environment for in-person meetings while supporting the communication requirements of public meeting broadcast systems.

Three Modes of System Control

A key component of the project was creating a system that could adapt to different meeting and broadcast needs. The new AV system provides three distinct operating modes for camera and video control.

In automatic mode, camera positions and switching can respond to active microphones, reducing the amount of manual operation required during a typical Council meeting. In operator mode, staff can manually control cameras and switching through the room’s control touch panel.

For public broadcasts, the dedicated broadcast mode allows an operator to control the system using the broadcast video switcher. This gives the City greater control over what viewers see and provides additional production capabilities for distributing Council meetings to the public.

Integrating New Technology with Existing Infrastructure

Rather than replacing every component in the Council Chambers, TSI incorporated existing equipment where it remained functional and appropriate for the upgraded system. The City’s existing computers, Extron SMP 351 recorder, Listen ALS transmitter, and JBL column speakers remained in use.

TSI also utilized existing cabling and pathways wherever possible. New system components were installed within the existing two-post equipment rack, creating a centralized and organized equipment environment while reducing the need for unnecessary infrastructure changes.

This approach allowed the City to invest in modern public meeting broadcast systems while continuing to utilize existing technology that could support the new AV environment.

Installation Designed Around City Operations

Council Chambers are active public spaces, so installation had to be carefully coordinated around the City’s schedule and ongoing operations. TSI worked with the City of Wentzville to plan installation activities in a way that minimized disruption to existing meetings and operations.

In addition to the AV equipment, TSI installed new electrical outlets within the new floor box and AV booth and utilized customer-provided carpet squares as needed.

The result is a modern, flexible AV environment that improves communication within the Council Chambers while giving the City enhanced capabilities for meetings, presentations, hybrid participation, and public broadcasts.
